    Plug it, then go to Device Manager, press Del (and check delete driver files from hdd or something like that), then unplug it.

    Install official drivers from PSJailbreak (if there's something like that) then plug the dongle.

    It should work that way.

    If it doesn't, do the first thing deleting the drivers, unplug, reboot and plug in a different usb port.

    USB ports are like PCI slots back in the day, a PITA.

    Yeah if you have tried all these option, its fried on the pc reading side. If it still jailbreaks use it till you can get a new readable board or flash able dongle.
