TUHTA, if you managed to find someone to leak the debugger, you should ask them to try to find the latest SN tools from the PS3 dev site. License stuff was removed nearly 6 months ago (in both the debugger and target manager).
Might be easier than trying to patch an out-of-date debugger.

Can see two threads in the forum Ps3 Dev where CJPC exposed detailed information on the issue presented in this post,
including a demonstration video (is old information, maybe they already know), on the following links:

Yep, back when those posts/videos were made the SNSys tools still needed a license key but Arnie Pie is also correct, the newer versions (3.0+ or so I think) don't require one any longer.
Of course they aren't leaked yet, so the only choice for those seeking them is probably to pursue TUHTA's project at this time.

There is a leaked prodg with keygen but for ps2/gba/gc... Maybe it can help a little.

i've managed to patch the debugger to run without it starting the snclm.exe license manager but its only just functional as a lot of the options are causing it to crash but i'll continue working on it.
just to note aswell i managed to patch the license manager to accept any file as a license but they are all dated 1970 and expired i'd have to try figure out the license file format for it to be functional or get a hold of an expired legit license and try patch it from there.

creating a file that never expires etc. is very easy as well as finding out how the file is supposed to look like. pretty much like : * SN Systems Product License File blabla * with lots of "interpreted" characters with infos about time,serial-id,mac address, productname, etc. ^^
problem will be to find out what values are used for the "encrypted?" ressource infos in debugger.exe... anyways imo its much easier to update a valid+expired license than creating a new one... atm i'm getting a message that the license is not for my pc :<
